Cohere and Berlin's Aleph Alpha Seal $600M Pact to Drive Sovereign AI in Europe

A landmark partnership between Canadian AI leader Cohere and Berlin's Aleph Alpha is set to create a new global standard for sovereign AI, backed by a $600M (€500M) financing commitment from the Schwarz Group. The alliance combines Cohere’s global AI infrastructure with Aleph Alpha’s deep research expertise and regulatory compliance, positioning Berlin and Canada as frontrunners in the race for independent, enterprise-grade AI solutions.

The collaboration aims to accelerate the development of next-generation frontier models while addressing growing concerns over data sovereignty and vendor lock-in. With the AI services market projected to exceed $1 trillion annually—of which nearly $600B is tied to sovereign AI needs—this partnership uniquely bridges the gap between high-stakes regulatory requirements and mainstream enterprise adoption.

“This transatlantic alliance unlocks the scale and talent needed to deliver sovereign AI at the speed and security organizations demand,” said Aidan Gomez, Co-Founder and CEO of Cohere. “In an era where control over AI infrastructure is non-negotiable, we’re giving governments and enterprises the tools to own their stack without compromise.”

Aleph Alpha, recognized for its specialized large language models tailored to European regulatory frameworks, brings a strong foundation in compliant AI deployment. The partnership extends further with the Schwarz Group’s STACKIT cloud infrastructure, offering a secure, sovereign alternative for highly regulated sectors like finance, defense, and healthcare.

“By combining our strengths, we’re building a counterweight to single-provider dependencies,” said Ilhan Scheer, Co-CEO of Aleph Alpha. “This initiative ensures European institutions and businesses retain full control over their AI systems, aligning with the continent’s push for digital sovereignty.”

The Series E funding round, led by Schwarz Group with a $600M commitment, underscores the urgency and scale of this initiative. The investment reflects a broader trend: as AI adoption accelerates, so does the demand for alternatives that prioritize privacy, security, and regulatory alignment.

“This isn’t just about technology—it’s about leadership,” said Rolf Schumann and Christian Müller, Co-CEOs of Schwarz Digits. “STACKIT’s sovereign cloud backbone empowers organizations to maintain digital independence while participating in the AI revolution responsibly.”

With the partnership already drawing strong interest from global investors, the stage is set for a new era in AI—one defined by choice, control, and collaboration across borders.
