Berlin’s startup landscape is receiving a significant boost as the Senate Department for Economic Affairs commits €31 million to the Berliner Startup Stipendium (BSS). Running through 2026, this funding is designed to transition academic innovation into viable commercial enterprises.


For local entrepreneurs, the program represents a critical bridge between the initial concept phase and the high-pressure demands of the venture capital market. 


The initiative specifically targets founders focused on future-facing sectors such as green tech, artificial intelligence, and social entrepreneurship. By providing a monthly grant of €2,200 per founder, the program allows entrepreneurs to focus entirely on product development and market entry strategies without the immediate pressure of seeking external equity. This financial runway is paired with access to incubator resources, including technical labs and specialist coaching. 


A primary pillar of this new round is the "BSS Women" track, which reserves €6.6 million for teams where women hold at least 51% of the company shares. This targeted support aims to dismantle the systemic funding gap that often hinders female-led innovation in Berlin's digital economy. By prioritizing diversity, the Senate is betting that a broader range of perspectives will lead to more resilient and creative technological solutions. 


Economic Senator Franziska Giffey emphasized the importance of this human-centric investment, stating, "With the Berliner Startup Stipendium, we are supporting the creative minds who develop the solutions for tomorrow's challenges." Giffey noted that even in times of tight budgets, investing in the city's talent remains a priority to ensure Berlin stays at the forefront of European innovation. 


Entrepreneurs apply through specialized university incubators and partner organizations that manage the selection process. Key application points include Science & Startups—an alliance of Freie Universität, Humboldt-Universität, Technische Universität, and Charité—as well as the Startup Incubator Berlin at the Berlin School of Economics and Law (HWR). Other notable entry points include the HTW Berlin Start-Up Department and the SIBB Incubator, which often focuses on software and digital business models. 


The program also emphasizes the "Startup Agenda 2026," which focuses on making the city more attractive to international talent while retaining local graduates. By lowering the barrier to entry for first-time founders, Berlin is fostering a new generation of entrepreneurs who can navigate the complexities of the modern digital market while contributing to the city’s long-term economic stability.
